Golang internal/godebugs: winsymlink and winreadlinkvolume have incorrect defaults for Go 1.22 [1.24 backport]

@liggitt requested issue #72935 to be considered for backport to the next 1.24 minor release.

@gopherbot Please backport to 1.23 and 1.24. This fixes a regression in Go 1.22 runtime compatibility.
