Golang access: may-start-trybots for x/tools

Requesting access to start tryjobs in x/tools to speed up development and review.

I haven't contributed many CLs to x/tools yet, but I'm experienced in LUCI builds for ChromeOS release, and I know to be a good steward of CI resources.
