SpringBoot Provide better exception message when configuration properties binding fails due to class not found error

With the restructured code it's more likely that we forget to guard against a missing class. We can help with diagnosis by providing a better exception message in ConfigurationPropertiesBeanRegistrar that includes the type and bean being bound.
