SpringBoot Update spring-boot-webclient to have an API dependency on spring-webflux

It currently has an optional dependency, but the module name would suggest that org.springframework.web.reactive.function.client.WebClient should be available and it's in spring-webflux

I think that was a mistake when I created the new module. IMO, it should be an api dependency.
