Golang x/telemetry/godev/telemetrygodev: reflect updated upload config

Upload server ~persists~ embeds the upload config picked up at the start time from the filesystem. We need to do either

1) rebuild/restart the upload server if new config is released (LUCI)? 2) make the upload server periodically check and download a new config.
