Golang riscv64: can't build on FreeBSD with cgo [1.23 backport]

@mengzhuo requested issue #73516 to be considered for backport to the next 1.23 minor release.

@gopherbot Please backport to 1.23 and 1.24, it's blocking Go building on FreeBSD
