We reviewed this cherry-pick candidate during a release weekly meeting, and, considering that it is a Go porting policy requirement for ports to have a working builder, the next steps here are to mark the port as broken until a builder can be restored.
I will fill out the CL for cmd/dist.

With the recent release of Go 1.25.0, the two latest supported major Go releases are 1.25 and 1.24 per the Go release policy. Closing this 1.23 backport issue.
