Pandas version checks

Reproducible Example

if self.border is None:
            border_attr = ""
        else:
            border_attr = f' border="{self.border}"'

Issue Description

It still renders properly, but the table border attribute is deprecated in favor of CSS styling

Expected Behavior

In-line CSS should be used instead
