Golang os: File.Seek doesn't set the correct offset with Windows overlapped handles [1.24 backport]

@qmuntal requested issue #75081 to be considered for backport to the next 1.24 minor release.

@gopherbot please backport to Go 1.25. Support for Windows overlapped handles were introduces in Go 1.25, so Go 1.24 is not affected.
