Golang proposal: Adding the optional TARGET_OS_DISTRIBUTION environment variable

Through this environment variable, we can directly read the compilation presets that match the target environment, saving the steps required for special environment adaptation work, for example: - AliCloud Functional Computing golang environment (debian9) - redhat/centos 5
