Spring AI Add support for the OCI GenericChatRequest

Currently, Spring AI for OCI supports only Cohere models hosted on OCI. As a result, other models available on OCI cannot be accessed through this implementation. Enabling support for GenericChatRequest would allow the use of a wider range of models hosted on OCI.
